Send ICMPv6 ECHO_REQUEST packets to network hosts

The ping6 utility uses the ICMPv6 protocol's mandatory ICMP6_ECHO_REQUEST
datagram to elicit an ICMP6_ECHO_REPLY from a host or gateway.
ICMP6_ECHO_REQUEST datagrams (``pings'') have an IPv6 header, and ICMPv6
header formatted as documented in RFC2463.

The ping utility uses the ICMP protocol's mandatory ECHO_REQUEST datagram
to elicit an ICMP ECHO_RESPONSE from a host or gateway.  ECHO_REQUEST
datagrams (``pings'') have an IP and ICMP header, followed by a ``struct
timeval'' and then an arbitrary number of ``pad'' bytes used to fill out
the packet.
